1.   Call to order and roll call.


 

2.   General Public Comment.
Allows members of the public to comment generally on matters that are within the Small Business Commission’s jurisdiction but not on today's calendar, and suggest new agenda items for the Commission’s future consideration. (Discussion Item)

 

 

3.   Approval of Legacy Business Registry Application and Resolution. (Discussion and Action Item)

4.   Board of Supervisors File No. 181061 –Planning Code - Conversion of Medical Cannabis Dispensary Uses to Cannabis Retail Uses.
Ordinance amending the Planning Code to allow Medical Cannabis Dispensaries (MCDs) with approvals from the Planning Department for a Medical Cannabis Dispensary Use as of January 5, 2018, to apply to convert to Cannabis Retail Uses under the same conditions as MCDs that held valid final permits from Department of Public Health as of January 5, 2018; exempting all such converted Cannabis Retail Uses from otherwise applicable Conditional Use Authorization requirements; clarifying that such Cannabis Retail Uses are not exempted from any minimum radius that is required by a State licensing authority for distance between a Cannabis Retailer and an existing school, day care center or youth center; allowing Equity Program or Equity Incubator Applicants who have MCD applications pending at the Planning Department to apply to convert to Cannabis Retail Uses; exempting such Cannabis Retail Uses from the minimum radius requirements between those establishments and existing Cannabis Retailers and Medical Cannabis Retailers; affirming the Planning Department’s determination under the California Environmental Quality Act; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and making public necessity, convenience, and welfare findings under Planning Code, Section 302.  (Discussion and Action Item)

5.   Board of Supervisors File No. 181043 – Administrative Code - Citywide Project Labor Agreement - Public Work or Improvement Projects.
Ordinance amending the Administrative Code to require a citywide project labor agreement applicable to certain types of public work or improvement projects with projected costs over the threshold amounts (ranging from $1,000,000 to $5,000,000 depending on the year in which the advertisement for bid is released; or $10,000,000 if the project is funded by a source other than a general obligation bond) or where delay in completing the project may interrupt or delay services or use of facilities that are important to the City’s essential operations or infrastructure. 6.   Presentation on the San Francisco Economic Development Alliance (SFEDA). 
The SFEDA is a collaboration of non-profit organizations that provide business training, funding and ongoing support to Bay Area Small & Micro Businesses serving San Francisco. (Discussion Item)

7.   Legacy Business Preservation Fund Budget.

8.   Director’s Report.
Update and report on the Office of Small Business and the Small Business Assistance Center, department programs, policy and legislative matters, announcements from the Mayor, and announcements regarding small business activities. (Discussion Item)

 

 

9.   Commissioners’ Reports.
Allows President, Vice President, and Commissioners to report on recent small business activities and make announcements that are of interest to the small business community. (Discussion Item)

 

 

10.   New Business.
Allows Commissioners to introduce new agenda items for future consideration by the Commission. (Discussion Item)

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

The ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices.

DISABILITY ACCESS POLICY

Commission hearings are held in Room 400 at City Hall, 1 Dr. Carlton B. Goodlett Place in San Francisco (unless otherwise noted). City Hall is accessible to persons using wheelchairs and other assistive mobility devices. Ramps are available at the Grove, Van Ness and McAllister entrances.  Accessible seating for persons with disabilities (including those using wheelchairs) is available.  The closest accessible BART Station is the Civic Center station located at the intersection of Market, Hyde and Grove Streets. Accessible MUNI lines serving City Hall include 5 Fulton and 49 Mission/Van Ness, and all Metro lines servicing the Metro station at Van Ness and Market.  For more information about MUNI accessible services, call 311.  Accessible parking in the vicinity of City Hall is available adjacent to Davies Hall and the War Memorial Complex, and also in the Civic Center Garage (355 McAllister Street) and Performing Arts Garage (360 Grove Street). 
 

Assistive listening devices, real time captioning, American Sign Language interpreters, readers, large print agendas or other accommodations are available upon request. LANGUAGE ACCESS

Meeting Minutes may be translated, if requested, after they have been adopted by the Commission.  Assistance in additional languages may be honored whenever possible.
