1. Call to order and roll call.
    
2. BOS File No 210284: [Administrative, Public Works, and Transportation Codes - Places for People]. Ordinance amending the Administrative Code to rename and modify the Places for People program as the Shared Spaces Program, and to clarify the roles and responsibilities of various departments regarding activation and use of City property and the public right-of-way, streamline the application process, specify minimum programmatic requirements such as public access, temporarily waive permit application fees, and provide for the conversion of existing Parklet and Shared Spaces permittees to the new program requirements; amending the Public Works Code to create a Curbside Shared Spaces permit fee, provide for public notice and comment on permit applications, provide for hearings for occupancy of longer-term street closures, and supplement enforcement actions by Public Works; and amending the Transportation Code to authorize the Interdepartmental Staff Committee on Traffic and Transportation (ISCOTT) to issue permits for the temporary occupancy of the Traffic Lane for purposes of issuing permits for Roadway Shared Spaces as part of the Shared Spaces Program, subject to delegation of authority by the Municipal Transportation Agency Board of Directors to temporarily close the Traffic Lane, and adding the Planning Department as a member of ISCOTT; and also amending the Transportation Code to prohibit parking in a zone on any street, alley, or portion of a street or alley, that is subject to a posted parking prohibition except for the purpose of loading or unloading passengers or freight; making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1; and affirming the Planning Department’s determination under the California Environmental Quality Act. (Discussion Item)

3. Presentation: San Francisco Music and Entertainment Venue Recovery Fund: Report on the implementation of the SF Music and Entertainment Venue Recovery Fund. (Discussion Item).

4. BOS File No 210287:  [Planning Code - Temporary Closure of Liquor Stores in Polk Street Neighborhood Commercial District] Amending the Planning Code to provide that temporary closure of liquor stores in the Polk Street Neighborhood Commercial District (NCD) as a result of a major capital improvement project is not an abandonment of such use, and that relocation of such use to another location in the Polk Street NCD does not require a new Conditional Use permit. (Discussion and Possbile Action Item).

7. General Public Comment. Allows members of the public to comment generally on matters that are within the Small Business Commission’s jurisdiction but not on today's calendar, and suggest new agenda items for the Commission’s future consideration. (Discussion Item) 
    
8. Director’s Report. Update and report on the Office of Small Business and the Small Business Assistance Center, department programs, policy and legislative matters, announcements from the Mayor, and announcements regarding small business activities. (Discussion Item) 
    

9. Commissioner Discussion and New Business. Allows President, Vice President, and Commissioners to report on recent small business activities, make announcements that are of interest to the small business community, and make inquiries of staff. Allows Commissioners to introduce new agenda items for future consideration by the Commission. (Discussion Item)

CELL PHONE AND/OR SOUND-PRODUCING ELECTRONIC DEVICE USAGE AT HEARINGS

The ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices.

DISABILITY ACCESS POLICY

Commission hearings are held in Room 400 at City Hall, 1 Dr. Carlton B. Goodlett Place in San Francisco (unless otherwise noted). City Hall is accessible to persons using wheelchairs and other assistive mobility devices. Ramps are available at the Grove, Van Ness and McAllister entrances.  Accessible seating for persons with disabilities (including those using wheelchairs) is available. The closest accessible BART Station is the Civic Center station located at the intersection of Market, Hyde and Grove streets. Accessible Muni lines serving City Hall include 5 Fulton and 49 Mission/Van Ness, and all Metro lines servicing the Metro station at Van Ness and Market.  For more information about Muni accessible services, call 311. Accessible parking in the vicinity of City Hall is available adjacent to Davies Hall and the War Memorial Complex, and also in the Civic Center Garage (355 McAllister Street) and Performing Arts Garage (360 Grove Street). 
 

Assistive listening devices, real time captioning, American Sign Language interpreters, readers, large print agendas or other accommodations are available upon request. LANGUAGE ACCESS
