1.   Call to order and roll call.

The meeting was called to order at 5:32 PM.
Commissioners Adams, Dooley, Dwight, Tour-Sarkissian, Yee Riley, and Zouzounis were present.

Commissioner Ortiz-Cartagena was absent.
Staff in attendance: Regina Dick-Endrizzi (Executive Director), Menaka Mahajan (Senior Policy Analyst), and Richard Kurylo (Legacy Business Program Manager) were present.

 

 2.   General Public Comment. (Discussion Item)

No members of the public requested to speak.

 

3 Approval of Legacy Business Registry Applications and Resolutions. (Discussion and Action Item)

  1. Beck’s Motor Lodge (Application No.: LBR-2017-18-017)

  2. Eddie’s Café (Application No.: LBR-2017-18-026)

  3. Little Joe's Pizzeria (Application No.: LBR-2017-18-024)

  4. One Twenty For Hair (Application No.: LBR-2017-18-021)

Richard Kurylo (Program Manager, Legacy Business Program) informed the Commission that all of the applications met the criteria for the Legacy Business Registry, and all received positive recommendations from the Historic Preservation Commission. Mr. Kurylo recommended that the Small Business Commission adopt four resolutions to include the four businesses listed above in 3a through 3d on the Legacy Business Registry as Legacy Businesses under Administrative Code Section 2A.242. 


Public Comment: 

Brittany Beck spoke in support of Beck’s Motor Lodge.
Marco Paz and Rosa Paz spoke in favor of One Twenty For Hair.
Alfredo Rodriguez spoke in favor of Little Joe’s Pizzeria.
Helen Hwang spoke in favor of Eddie’s Café.

Commissioner Dwight thanked the applicant for going through the process. Commissioner Adams recognized Brittany Beck for her work in the community. Commissioner Dooley congratulated the applicants and reminded them that the Office of Small Business is available to help. Commissioner Zouzounis remarked upon intergenerational succession in small businesses.

Motion: Commissioner Adams motioned to adopt four resolutions to include the following four applicants in the Legacy Business Registry as Legacy Businesses under Administrative Code Section 2A.242: Beck’s Motor Lodge, Eddie’s Café, Little Joe's Pizzeria, and One Twenty For Hair.
2nd: Commissioner Dooley.
Aye: Commissioners Adams, Dooley, Dwight, Tour-Sarkissian, Yee Riley, and Zouzounis.
Nay: None.
Absent: Commissioner Ortiz-Cartagena.
Motion passed 6-0, 1 absent.

4.   Approval of meeting minutes. (Action Item) 

Public Comment: No members of the public requested to speak.

Motion: Commissioner Dooley motioned to approve the November 27, 2017 draft meeting minutes.

2nd: Commissioner Yee Riley.

Aye: All in favor.

Nay: None.

Absent: Commissioner Ortiz-Cartagena.

Motion passed 6-0, 1 absent. 
 

5.  Director’s Report. (Discussion Item)

Director Dick-Endrizzi provided an update on the Legacy Business Program, the California Redemption Value (CRV) program, local legislation referred to the SBC, San Francisco’s cannabis legislation, and staffing. She honored Donnalyn Murphy of the Golden Gate Restaurant Association.

Commissioners Adams, Dwight, Dooley, and Yee Riley asked various questions and offered comments about the CRV program. Commissioner Dwight discussed research about the legality of local hire requirements in cases where public funds are not involved. Commissioner Tour-Sarkissian commented that the local hire waiver requirements place an unreasonable burden of proof on the cannabis business.

6.   Commissioners’ Reports. (Discussion Item)

Commissioners Yee Riley and Dwight attended the City Hall Popup. Commissioner Zouzounis noted attendance at the CRV press conference and provided an update on the cigarette litter abatement fee.

Motion: Commissioner Adams motioned to adjourn.
